JEFFERSON AVENUE RECONSTRUCTION
The construction of this project began in March and is expected to be completed in December 2012. The Town's responsibility in this County project is overseeing the construction of the sanitary sewers in all areas without sewers. That construction is approximately 80% complete and should be finished by the end of September. Water main replacement is approximately 25% complete, and electric, cable, and telephone relocation is about 80% complete. Upon completion of those items of work in the north end of the project, storm sewer installation and road reconstruction will be completed by the end of this year. Since the sewer and water main installation are in the roadway, traffic sometimes is held up for 10 minutes at a time while trucks are loading and unloading. Sanitary sewers connections to homes will only be allowed after the road reconstruction and final restoration is completed in late 2012, so there is not a work area conflict with the project contractors.
INDIAN VALLEY SEWER DISTRICT
This sanitary / storm sewer and road reconstruction project serving the Indian Valley subdivision located north of Route 31, in the St. John of Rochester Church area, is a three phase project with the first phase being constructed this year. Phase 1 includes Wickford Way, a small portion of Weyburn Way and Bending Oak Lane (between #9 Weyburn Way and #25 Bending Oak Lane) and Duncott Road from Oakwood Lane to the cul-de-sac. The second phase, to be constructed in 2012 includes the balance of Duncott Road, Oakwood Lane, Hickory Lane, and Salem Court. The third phase, to be constructed in 2013, includes the balance of Weyburn Way, Mill Road, and Blandford Lane. There are 149 homes in this district.
Phase 1 sanitary sewer construction is nearly complete and the storm sewer replacement and lining will occur in the next 2 weeks. Road reconstruction is tentatively scheduled to begin on August 24th, or soon thereafter.
Road restoration is a complex process involving many steps. The first step is the excavation of the existing asphalt, gutters, and stone base. While this work is occurring, affected driveways and road sections will be inaccessible during the work day. Access will be restored at the end of each day. The next step in the reconstruction is the application of a new, leveled and compacted stone base to prepare the road for paving. It will take about 7 work days to complete this work. Once this step has been completed, new concrete gutters will be installed. One side of the road will be installed at a time. The gutters take approximately 3 days to cure, during which time they cannot be driven on, so affected driveways will be inaccessible. It will take about 6 work days to complete this phase of roadwork. Upon the completion of the gutter installation, the base layer of asphalt will be installed. It will take about 6 work days to complete the base layer of asphalt on all of the streets within the construction area.
During each of these phases, homeowners will be notified the day before the work in front of their homes is to occur.
BUSHNELL'S BASIN DOCKS
The Bushnell's Basin dock project was completed and officially opened July 16th. The project included 250' of floating docks with water / electric hookups and sanitary pump outs for boats, a public restroom with showers, picnic areas, and canal walkways and lighting. The project was 50% funded by NY Department of State, and 10% by Community Development.
O'CONNOR ROAD RELOCATION
This project involves relocation of the southern end of O'Connor Road to align with Jefferson Avenue. The present O'Connor / Rt. 31F intersection has had a number of accidents and this new signalized location will improve traffic safety. The design of the project has been slowed by the cleanup of the contaminated soil at the Hess gas station. This is now complete and public hearings and the acquisition of property will be scheduled for this fall. Federal and State funding for construction is scheduled for 2014.
